Thomas Carney (1824-1888)

Carney was the second governor of Kansas, serving from 1863 to 1864. As you enter the cemetery, go toward the flagpole and bear right (as opposed to a hard right). Northeast of the next intersection you'll see the Carney monument, a tall obelisk.
