The WPA built the Bureau of Indian Affairs Agency building (908 1st Ave. E.) in 1942 and the Horton Free Public Library (809 1st Ave. E.) in 1938. Interestingly, the library houses a collection of 24 pairs of WPA dolls. The Horton Civic Center (125 W. 7th St.) is also a WPA project and originally was used as a county fair building.
